New Trigger alert Test Action is greyed out
New Trigger/Alert has Test Action greyed out. Existing trigger/alert Test Actions are available.
I did wait several minutes and reloaded page to see if this behavior would change. No change.
Please advise.

As I understand, you are right. The “Test Action” button for a new trigger or alert stays greyed out until the trigger happens once because of a real event, like when a data condition is met. This is how Microsoft Fabric is designed.
The "Test Action" button is disabled for new triggers or alerts until the system gets the first real event. This helps to make sure there is a proper context to test the alert action.

It appears until the event is triggered by a real action, the Test Action is greyed out. Once it fires, THEN the Test Action button is available.
